HALLOWEEN HOWL TWO DAYS THIS YEAR!!! OCTOBER 27 and 28, 2007 Optimist Red, Blue and White, Laser 4.7, Laser Radial, Club 420 Six Boats Minimum must be Registered by October 25 in order for that individual class to get a start.
1. Date and Venue The Halloween Howl will be held on October 27-28, 2007. The venue will be at the Sail Newport Sailing Center in Fort Adams State Park, Newport, RI.
2. Organization and Rules 2.1 The regatta will be organized by Sail Newport and will be sailed under the current Racing Rules of Sailing (RRS), the Optimist, Laser Radial, Laser 4.7 and Club 420 class rules and this Notice of Race, except in the event that any of these are modified by the Sailing Instructions and the appendices to the Sailing Instructions.
3. Eligibility Sailors may enter by completing on-line registration at www.sailnewport.org. There will be no Green Opti Fleet in this regatta. Opti Competitors who turn sixteen (16) in 2007 are not eligible. Red, Blue and White Fleet assignments will be based on the competitor’s age on the first day of racing.
4. Entry Fee 4.1 The entry fee for the regatta will be $50.00 for a single-handed boat and $75.00 for a double-handed entry. If you are planning on attending the regatta, but will register on the morning of the event, please let us know by emailing katie.barker@sailnewport.org or by calling Katie Barker at the Sail Newport Office at (401) 846-1983. Entry fee includes the following: entry for the competitor in all of scheduled races for the day, T-Shirt and an awards reception with snacks.

6. Fleets The Opti fleets will be as follows: Red Fleet/Competitors aged 13-15; Blue Fleet/Competitors aged 11-12 years; White Fleet/Competitors ages 10 years and under. Laser 4.7 and Laser Radial will start together. All Club 420s will start together.
7. Sailing Instructions Sailing Instructions will be available online at www.sailnewport.org as of 12 Noon, Wednesday, October 24 and at the Sail Newport Check-in on October 27.
8. Racing The racing area will be Narragansett Bay between Rose and Goat Islands and/or Newport Harbor. Competitors should be dressed accordingly for weather expected in late October.
9. Courses Triangles and/or windward/leeward courses for all classes.
10. Scoring 10.1 The Low-Point Scoring System, RRS Appendix A, will apply except that each boat's series score will be the total of her race scores. 10.2 One race is required to complete the regatta.
11. Protests Boats are not exempted from displaying a red flag as described in RRS 61.1(a). A protesting boat shall display a flag until she is no longer racing, and shall inform the Race Committee of the boat being protested immediately after finishing. This changes RRS. 61.1(a)(2).
12. Safety 12.1 Each competitor must wear a U.S. Coast Guard approved PFD, properly secured at all times while on the water. Wet suits, dry suits and inflatable PFDs do not constitute adequate personal buoyancy. 12.2 Each competitor shall designate in writing the adult who shall be in attendance and accept ultimate responsibility for the personal safety and conduct of the competitor. 12.3 All Class required safety equipment is mandatory. 12.4 A waterproof safety whistle, to be used for emergency purposes only, must be attached with a line to clothing. Competitors not complying with this instruction will be disqualified from the first race of the day. 12.5 Parents/guardians are responsible for the safety of the sailor, which means that they must make the decision whether or not their sailor(s) can handle the conditions.
13. Support Boats 13.1 All support boats must register with the Organizing Authority either online or at Check-in. 13.2 Support boats may arrive after 12 Noon on Friday, October 26, and launch from either of two available ramps. Please detach vehicles from trailers and park in only designated parking spots. Support boats may be docked overnight at designated Sail Newport docks on October 26 and October 27. 14. Liability Participants compete entirely at their own risk. A waiver must be signed by all competitors’ parent/guardian.
15. Trophies Prizes will be awarded to the top competitors depending on class participation.
16. Entrance to Race Venue Boats, sails and support craft are welcome to arrive at the Sail Newport Sailing Center after 12 Noon, on Friday, October 26.
17. Parking and Trailer Storage Ample parking is available at Sail Newport’s location in Fort Adams State Park. Park Rangers strictly enforce parking regulations. All vehicles must be detached from their trailers and removed from the boat staging/rigging areas and parked in designated parking spots. There is no parking allowed for any vehicle or any trailer on any grass in Fort Adams.
18. Trash Fort Adams is a carry-in/carry-out park. For that reason there are no trash receptacles. Although there will be a few trash barrels, all participants are expected to remove all of their trash and refrain from discarding scrap rigging materials, trash and garbage in the rigging areas, parking lots or anywhere in the State Park.
19. Code of Conduct All competitors, coaches and family members are expected to behave in a sportsmanlike manner. This includes behavior both on and off the racecourse including respect for all other persons, personal property of others, Sail Newport and the State Park. Any competitor who violates this trust may be penalized by the Organizing Authority and/or have a complaint lodged against them to the jury/and/or to USODA and/or The Laser or Club 420 Class. Any coach or family member who violates this trust may have a complaint lodged against them to the USODA and/or the Laser or Club 420 Class.
