1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2 Class Rules which might prohibit the use of VHF radios while racing are waived for the duration of this event for the purpose of receiving Race Committee broadcasts on VHF Channels that will be assigned to each circle. Competitors are advised to monitor those channels.
1.3 Advertising is subject to the provisions of ISAF Regulation 20.

2 ELIGIBILITY
2.1 The Coastal Living Newport Regatta is open to all recognized One-Design classes which can achieve an eight-boat minimum. Representatives of classes wishing to participate must confirm with Sail Newport by May 1, 2010 by contacting kim.cooper@sailnewport.org, or calling (401) 846-1983.
2.2 The Organizing Authority reserves the right to accept entries that may not satisfy these requirements.
2.3 If minimum class entry requirement is not satisfied, classes may be consolidated into a mixed fleet to expedite racing.

3 ENTRY PROCEDURE
Entries for keelboats and dinghies will be accepted through the online registration at www.sailnewport.org. Entry fees are listed online on the Sail Newport website. Dinghy classes may register on-site on Saturday, July 10 from 0800 until 0900 but a $10 dinghy late entry fee will apply. Entry is not considered complete unless accompanied by the appropriate entry fee and all crew have completed a Crew Waiver by the time of sailing (available at www.sailnewport.org). For those who do not have internet access, entry forms are available from the Sail Newport Regatta Office. A $75 late entry fee will be charged for all non-dinghy entries received or postmarked after June 25, 2010. No entry will be accepted after Thursday, July 8, 2010 at 1100 for any class sailing three days. No entry for any other keelboat will be accepted after Friday, July 9, 2010 at 1900. Entry fee is refundable (minus a $30 handling fee) if notice of cancellation is received and confirmed by Sail Newport by July 8, 2010 at 1700. Boats canceling prior to July 8, 2010 at 1700 will be removed from the regatta scratch sheet and will not be counted in scoring. Cancellations received after this day may be listed at ‘DNC” and entry fee will not be refunded.

4 EVENT HEADQUARTERS
Race Headquarters will be the Sail Newport Sailing Center (SNSC) located in Fort Adams State Park in Newport, RI. The Hospitality Tent will be located next to the Mule Barn. Social events and awards will be held in the Hospitality Tent.

5 REGISTRATION / MANDATORY CHECK-IN
5.1 Registration / Mandatory Check-In for classes sailing 3 days will take in the Mule Barn on Thursday, July 8 from 1600 until 1900 and on Friday, July 9, from 0900 until 1100. Registration/Mandatory Check-in for all other classes will take place in the Mule Barn on Friday, July 9 from 1600 until 1900 (except for dinghies which may register Saturday morning).
5.2 Boats failing to Check-In during these times will not be scored.

6 WAIVER OF LIABILITY
Registration for the event is online through the Sail Newport website: www.sailnewport.org. Each skipper shall complete online registration which includes a Skipper Waiver in order to participate in the event. With the exception of single-handed boats, every other boat must also complete a Crew Waiver for every crew member that will sail on the boat throughout the event. The Crew Waiver is also online and must be completed personally by each crew member prior to sailing. If a crew member or skipper is under the age of 18 years-old, a parent or legal guardian must complete the online Minor Waiver available on the Sail Newport website. Both the Crew Waiver and the Minor Waiver are also available as printable documents on the Sail Newport website for review and/or submission on paper. For those who do not have internet access, computers are available in the lobby of the Sail Newport Main Office during office hours and printed copies of regatta documents are also available. For Dinghies registering late on Saturday, July 10, each skipper will be required to sign a paper Skipper Waiver and all crew members must sign a paper Crew Waiver which will be available at Registration/Mandatory Check-in. Individuals who are unable to access the online forms on the website may contact Sail Newport for printable registration forms and Crew and Minor Waivers. Failure to comply with the aforementioned registration requirements shall invalidate a boat’s entry.

7 RACING
Racing will be held on Narragansett Bay and Rhode Island Sound. The Coastal Living Newport Regatta Race Committee will divide the classes into appropriate divisions for optimum racing. Each race course and the number of daily races will be determined by the Race Committee on each circle based upon weather conditions. It is the intent of the Organizing Authority and Race Committee to conduct as many races as practical on each day of racing.

9 SCORING
RRS A4 Low Point Scoring System will apply. A minimum of three races shall constitute a series. A boat’s worst finish may be discarded after a class has completed eight races. Two races may be discarded if a class completes sixteen or more races.

10 ALTERNATE PENALTIES
RRS 44.1 shall apply to all classes except those whose class rules will not allow it or as otherwise described in the Sailing Instructions. Boats exercising this option must report taking a penalty to the Race Committee at the end of the race involved.

11 PRIZES
The number of prizes awarded will be based on class turnout in each class for the series. Appeals from the decisions of the Protest Committee will not affect the awarding of prizes. The Dr. Robin Wallace Trophy will be presented to the outstanding boat of the weekend as determined by the Organizing Authority. A Sportsmanship Trophy may be presented by the Race Committee to the team or sailor that best exemplifies sportsmanship.

12 SAILING INSTRUCTIONS
12.1 Sailing Instructions will be available online, at the Hospitality Tent or in the Mule Barn during Check-In.
12.2 Any questions concerning the Sailing Instructions must be submitted in writing to the attention of the Jury and delivered to Event Headquarters located in the Sail Newport Main Office. Written responses will be posted on the Official Notice Board located in the Hospitality Tent.

13 PERSONAL FLOTATION
13.1 The wearing of personal flotation shall be subject to class rules and is highly recommended for all competitors.
13.2 For all Dinghy Classes: each competitor must wear a U.S. Coast Guard approved PFD, properly secured at all times, from the time the boat leaves the dock to the time the boat returns to the dock, except when temporarily adding or removing clothing. Wet suits, dry suits and inflatable PFDs do not constitute adequate personal buoyancy.

14 FACILITIES
Sail Newport has dry-sailing facilities with ramp, hoists, ginpole, water, power, and limited dockage/rafting available for competitors on a first-come, first-served basis.
• For keelboat classes sailing three Days: Boats must be in the water by 1130, Friday, July 9, and remain in the water for the duration of the Regatta.
• Other keelboat classes using the Sail Newport hoists, must be in the water by 2000, Friday, July 9, and remain in the water for the duration of the Regatta. Requests to haul-out during the series shall be submitted in writing to the attention of the Organizing Authority and delivered to Event Headquarters located in the Sail Newport Main Office.
• Classes designated as dry-sailing fleets may make arrangements for land storage of these boats at Sail Newport upon arrival.
• Free Dockage/Rafting is available at Sail Newport’s Alofsin Piers at the owner’s risk and as space is available on a first-come, first-served basis for the keelboat classes. Please bring sufficient dock lines and extra fenders.
• Participants may make their own arrangements for commercial moorings or dockage. For dockage call Newport Shipyard (401-846-6000), Goat Island Marina (401-849-5655), Newport Yachting Center (401-846-1600) or Casey’s Marina (401-848-5945). For moorings call Oldport Marine (401-847-9109) or Newport Harbormaster (401-845-5815).
• Please Note: There is a transient storage fee for boats arriving at Sail Newport before Thursday, July 8. There is also an additional transient storage fee for any boat staying beyond Monday, July 12 at 1700. Boat storage before or beyond regatta dates must be pre-arranged with Sail Newport. Special weekly and monthly transient rates are also available. Please call (401) 846-1983 or email vinnie@sailnewport.org for a reservation to make arrangements to arrive before July 8 or stay beyond July 12 at 1700.

15 IDENTIFICATION
15.1 A Coastal Living Newport Regatta wristband is required for entrance into the Hospitality Tent during the competitors’ parties. Vouchers for wristbands are included in the registration packets for each skipper and a designated amount for crew as is included in the registration fee. The vouchers will be in each boat’s registration package that will be delivered during the Check-In. Vouchers may be exchanged only by the individual, for a wristband at registration and in the Hospitality Tent during socials. Each individual must present a valid photo ID to receive an over 21 bracelet. Competitors who fail to show a photo ID or who are under 21 may not be granted admission to the regatta tent. The wristband includes entrance to the Friday, Saturday and Sunday socials.
15.2 Additional wristbands are available to purchase for $30 each.

16 TELEVISION AND PHOTOGRAPHERS’ RIGHTS
Competitors and parents of minors give absolute right and permission for video footage or photographs of themselves and/or their boat to be published in any media for publicity, editorial or advertising purposes.
