NOTICE OF RACE

ORGANIZING AUTHORITY: Sail Newport

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005 – 2008, the 2008 IRC Rules and PHRF Narragansett Bay.

1.1.1 IRC crew weight and limitations (IRC Rule 27.4.3): The maximum total crew limit shall not exceed the crew number printed on the boat’s certificate.

1.1.2 IRC Rule 26.1.5 (d) is replaced with: During the regatta, the sails carried (including mainsails) may vary from day to day but shall remain the same for each individual race day, including multiple race days and cases of damage to sails. IRC Rule 26.1.5 (e) is replaced with: A spare mainsail may be carried aboard but may not be used as a racing replacement on an individual race day, including multiple race days and cases of damage to mainsails.*See clarification.

1.2 Where there is a conflict with the Notice of Race, the Sailing Instructions shall prevail except that neither shall change nor alter any class rule.

1.3 Advertising is restricted to Category “C” of ISAF Regulation 20. Boats and competitors are strongly urged to refrain from displaying advertisements for products or services that compete with event sponsors.

2 ELIGIBILITY
2.1 Sail Newport’s Halfway Rock Regatta is open to the following classes:
-----IRC: Entry is open to all yachts with a valid 2008 IRC Certificate. IRC entries must have a minimum TCC of 1.100. Certificate applications are available at US-IRC.
-----PHRF: Entry is open to all yachts with a valid 2008 Narragansett Bay PHRF certificate rating of between 30 and 140. Certificate applications are available at PHRF Narragansett Bay.
-----One-Design: Entry is open to the following classes with a minimum of eight entries including: Swan 42, J/105, Beneteau First 36.7, Shields, J/24 and Melges 24…

2.1.1 Paper Rating Certificates will not be collected.

2.2 A minimum of eight boats shall be required for any one-design class start. The Organizing Authority reserves the right to accept entries that may not satisfy these requirements.

2.3 If minimum class entry requirement is not satisfied, classes may be consolidated into a mixed fleet to expedite racing.

3 ENTRY PROCEDURE
Entries will be accepted through on-line registration when available. Entry is not considered complete unless accompanied by the appropriate entry fee and all crew have completed the on-line Crew Waiver by the time of sailing (available at Sail Newport Crew Waiver). The entry fee is calculated at $5 per foot of LOA (LOA should be rounded to the lowest whole number, i.e. 35.01’ = 35’; 35.99’ = 35’ for the purpose of determining entry fee). A late entry fee of $100 will be assessed for all entries received after May 15, 2008 at 1700. No entries will be accepted after June 5th, 2008 at 1700. Entry fee is refundable (minus a $30 handling fee) if notice of cancellation is received by Sail Newport by June 5th, 2008 at 1700.

4 EVENT HEADQUARTERS
Race Headquarters will be at the Newport Shipyard, located at 1 Washington St, Newport RI.

5 REGISTRATION
There will be no on-site registration or check-in. All regatta forms and documents will be available online and should be submitted electronically. For more information, please contact Sail Newport at 401-846-1983 or email Katie Barker if you have any problems submitting the online forms.

6 WAIVER OF LIABILITY
Each boat shall complete registration on-line, which includes submitting the online Crew Waiver. All crew members shall access the online crew waiver form at Sail Newport Crew Waiver and submit his/her information. Boats will not be scored without completed crew waivers for each crew member sailing in the event. Skippers are responsible for ensuring that all crew members complete the online crew waiver personally. Minors (under 18 years of age) sailing in the regatta as skipper, or crew, must have a parent or legal guardian complete the online Medical Waiver. Failure to comply with the aforementioned registration requirements shall invalidate a boat’s entry.

7 RACING
Racing will be held on Narragansett Bay in the vicinity of Halfway Rock. Drop mark, round-the-island and/or South Bay Race Chart races may be held. South Bay Race Charts are available at no cost at Sail Newport, New England Boatworks and the Newport Shipyard Dock Office.

The rendezvous location for each race day will be Halfway Rock (1.75 nm NNE of Gould Island).

8 SCHEDULE OF EVENTS

9 SCORING
RRS A4 Low Point Scoring System will apply. One race is required to be completed to constitute a series. RRS Appendix A4 is changed such that a boat’s series score shall be the total of all of her race scores.

10 PRIZES
The number of prizes awarded will be based on class turnout in each class for the series. Appeals from the decisions of the Protest Committee will not affect the awarding of prizes.

11 SAILING INSTRUCTIONS & CLASS SPLITS
Sailing Instructions and class splits will be available online at www.sailnewport.org.

12 FACILITIES
Limited dockage may be available at the Newport Shipyard. Contact Newport Shipyard to arrange dockage: 401-846-6002.

*Clarification: While the underlying justification for 26.1.5 (d) and (e) is to minimize expenditure for all sizes and types of boats, in the context of the big boat class, permitting this change is sensible. Given that nearly all of the IRC big boat programs have a full range of jibs, spinnakers and even mainsails on site, coupled with regattas which routinely present a wide range of conditions, it is reasonable to expect less damage from sails being used outside of their designed ranges. Please note, however that, IRC Rules do not permit amending 26.6.2 which limits the maximum number of spinnakers onboard on any given race day.
