Club 420 and Laser Radial: RACE SUNDAY ONLY
1 DATES AND VENUE The 2010 Sail Newport Youth Challenge will be held on June 12 & 13, 2010. The venue will be at the Sail Newport Sailing Center in Fort Adams State Park, Newport, RI.
2 ORGANIZATION AND RULES 2.1 The Organizing Authority is Sail Newport. 2.2 The regatta will be governed by the rules as defined in the current Racing Rules of Sailing.
3 ELIGIBILITY 3.1 Optimist Dinghies, Club 420s and Laser Radial youth sailors may enter by completing on-line registration at www.sailnewport.org. 3.2 Opti: For the Opti class, competitors who turn sixteen (16) in 2010 are not eligible. Opti White, Bue and Red Fleet assignments will be based on the competitor’s age on the first day of racing. There will be No Green Fleet in this regatta.
4 ENTRY FEE/REGISTRATION/LATE FEE The entry fee for Optimists will be $50.00 if registration is received on or before June 4, 2010. On or after June 5, 2010, the Optimist entry fee will be $75.00. The entry fee for Club 420s will be $50.00 if registration is received on or before June 4, 2010. On or after June 5, 2010, the Club 420 entry fee will be $75.00. The entry fee for Laser Radials will be $25.00 if registration is received on or before June 4, 2010. On or after June 5, 2010, the Laser Radial entry fee will be $50.00. If planning on attending the regatta, but will register on site, sailors are requested to contact Sail Newport before June 12 (The late entry fee will still apply. Please call the regatta office at (401) 846-1983, or, email Katie Barker. Entry is not considered complete unless the Minor Waiver has been signed by a parent or legal guardian either through the online registration process or submitted on a printed form. If registering as a walk-in on the morning of racing, a parent or legal guardian must be present, or, must print and sign the waiver to send with child and/or the adult responsible for on-site registration. The entry fee includes the following: entry for the competitor in the scheduled races, refreshments after racing each day and awards reception.

6 FLEETS, CLASSES AND CANCELLATIONS 6.1 The Saturday fleet will be as follows: Opti Red Fleet/Competitors aged 13-15; Opti Blue Fleet/Competitors aged 11-12 years; Opti White Fleet/Competitors aged 10 years and under. For further information on age parameters, visit www.usoda.org. 6.2 The Sunday Fleet will be as follows: Optimists under the same age and scoring division guidelines as listed above, a Club 420 Class and a Laser Radial Class. Sailors in the Club 420 and Laser Radial classes must not turn age 19 on or before June 13, 2010. 6.3 Individual classes may be cancelled by the Organizing Authority based on the following class minimums and deadlines: Club 420 entrants must equal at least six entrants by May 28, 2010; Laser Radial entrants must equal at least six entrants by May 28, 2010. Optimists entrants must equal at least ten registered boats overall by June 4, 2010. 6.4 If the Organizing Authority cancels any classes before the regatta starts due to insufficient entrants, fees will be returned to the entrant. 6.5 If an entrant withdraws from the regatta and information is received and confirmed by Sail Newport by 12 Noon on the day before the first race, the entrants name will removed from the results. If cancellation is received after 12 Noon on the day before the first race, an entrant’s name may appear on the results as a “DNC.”
7 SAILING INSTRUCTIONS Sailing Instructions will be available at onsite registration on June 12, 2010.
8 RACING The racing area will be Narragansett Bay either between Rose and Goat Islands or North of the Newport Bridge as directed by the Race Committee. Average water temperature at this time of year is 54-59. Conditions in June generally range from a daytime high of fifty degrees to a daytime high of eighty degrees. Wind ranges from 0-25 knots. Competitors should be dressed accordingly for weather expected in early June.
9 COURSES Trapezoids, triangles, or windward/leeward courses may be used.
10 SCORING 10.1 The Low-Point Scoring System, Appendix A, will be used. 10.2 One race is required to complete the regatta. 10.3 A competitor’s worst finish may be discarded when five or more races have been completed.
11 PROTESTS 11.1 All boats are required to display a red protest flag as described in Rule 61.1(a). This changes Rule 61.1(a)(2). 11.2 A Protesting boat shall inform the Race Committee of the boat being protested immediately after finishing. This changes Rule 61.
12 SAFETY 12.1 Each competitor must wear a U.S. Coast Guard approved PFD, properly secured at all times, from dock to dock, except briefly while adding or removing clothing. Wet suits, dry suits and inflatable PFDs do not constitute adequate personal buoyancy. 12.2 Each competitor shall designate in writing the adult who shall be in attendance and accept ultimate responsibility for the personal safety and conduct of the competitor. 12.3 All class required safety equipment is mandatory. 12.4 A waterproof safety whistle, to be used for emergency purposes only, must be attached with a line to the PFD or clothing. 12.5 Competitors whom the protest committee finds have not complied with these instructions may be given a scoring penalty of five (5) points for each race in which they have failed to observe these instructions. Safety equipment violations are not subject to protest by a competitor. 12.6 Parents/legal guardians are responsible for the safety of the sailor, which means that they must make the decision whether or not their sailor(s) can handle the conditions to start or continue any race.
13 SUPPORT BOATS 13.1 All support boats must register and attend any mandatory meeting(s) scheduled by the Organizing Authority. 13.2 Each support boat shall prominently fly the (orange or white) event flag from a staff as supplied by the Organizing Authority at all times while on the water. A $50.00 fee will be required for each flag that is damaged or lost. 13.3 Support boats may arrive after 12 Noon on Friday, June 11. Please detach vehicles from trailers and park only in designated parking spots. Support boats may be docked overnight at designated Sail Newport docks from June 11 through June 14 at 12 Noon. 14 DISCLAIMER OF LIABILITY Participants compete entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. A waiver must be signed by each competitor’s parent or legal guardian. Additionally, each support boat participant will be required to sign a waiver.
15 TROPHIES Prizes for the Opti Class will be awarded to the first three finishers in each fleet, and top three overall. For the Club 420 Class and Laser Radial Class, prizes will be given to the top three finishers in each class.
16 ENTRANCE TO RACE VENUE Competitor boats are welcome to arrive at the Sail Newport Sailing Center after 12 Noon, on Friday, June 11, 2010.
17 PARKING AND TRAILER STORAGE Ample parking is available at Sail Newport’s location in Fort Adams State Park. Park Rangers strictly enforce parking regulations. All vehicles must be detached from their trailers and removed from the boat at staging/rigging areas and parked in designated parking spots. There is no parking allowed on grass in any part of Fort Adams.
